Bidding Officer
Vall d'Hebron Research Institute (VHIR) is a public sector institution, located in Barcelona (Spain) that promotes and develops innovative biomedical research at the University Hospital Vall d'Hebron. VHIR is oriented towards finding solutions to the health problems of the citizens and has the will to contribute to the scientific, educational, social and economic development within its area of competence.
VHIR is seeking a Bidding Officer to join our organisation as a key member of the Purchase and Bidding Unit.
Education and qualifications:
Required:
Bachelor’s Degree, preferably in Law
Fluency in Catalan and Spanish
Intermediate level in English (B2)
Desired:
Specific training in public procurement and Next-Generation funding
Experience and knowledge:
Required:
At least 3 years of experience in management and processing of public procurement file
At least 1 year of experience in public procurement management in the public sector
Knowledge and mastery of public procurement platforms.
Excellent communication skills
Ability to work in teamsStrong organizational and planning capacities
Results-oriented with close attention to detail and with the ability to work under tight deadlines
Desired:
Proficient in Microsoft Office 365
Main responsibilities and duties:
Coordinate the work carried out by the Bidding Sub-unit
Distribute the tasks and tenders assigned to team members
Point of reference for the team for resolving doubts/inquiries
Attendance to public procurement meetings in cases where the Head of Unit is not able to attend
Monitor contracting files in execution
Advise research and structure staff on any issue related to public procurement
Manage and prepare the different processes within public procurement and corresponding procedures (tenders, direct award, adherence, etc.)
Prepare all necessary bidding documentation for publication in coordination with all corresponding teams
Prepare the proposal, manage the request and process the award of the contract, with the approval of the corresponding contracting entity
Write and formalise contracts
Give support in all tasks within the role’s area of action entrusted by the Head of Unit
Ensure that activities are carried out in accordance with the requirements established in the Unit's quality system procedures, promote and implement continuous improvement in its scope of action
Labour conditions:
Full-time: 37,5h/week.
Starting date: immediate
Gross annual salary: Remuneration will depend on experience and skills. Salary ranges are consistent with our Collective Agreement pay scale.
Contract: Permanent
